Job Insecurity-A Global Issue is becoming more critical in Pakistan

As far as the technological development has been made, labor intensive market has been shifting towards the technology, beside other benefits (higher production, less error chances, efficiency), It is also causing a lot of people to loose their jobs due to lack of having required skills and those who left on their jobs feel insecure and having phobia that they may loose their job in near future. This phenomenon is quite abrupt with the period of credit crunch. Financial and non financial industry got a bad failure and many skilled workers having 10-15 years of experience looses their jobs.

Graduate employment survey by University of Hong Kong results 2001 depicts that from year 1998-2001, jobs received by the graduates are 2.1 jobs per graduate. From year 2001-2004 the trends remains same with minute deviation from the mean point. Job insecurity started arises from the year 2006 when the news of layoffs, outsourcing, and corporate bankruptcies started. Feeling of insecure of your job is more intensified on workers physical and mental health, rather than you actually loose your job. Population Association of American in Los Angeles conference concluded that health effect of job insecurity is as severe as it is a serious life threatening disease. Same the trend of insecurity has been rising through out the worlds. From an online survey, 25% employees show their serious job insecurity concerns.

Globally, the job market is in crisis and in this diverse business environment minorities feel themselves more insecure on their jobs. In America, Blacks are three times more insecure in their jobs rather than whites and having four time more depressive syndromes than the white employees. Same the insecurity of jobs in less skilled workers are seven times higher than the skilled persons as they have more alternatives of their jobs. Same trend is with the rest of the world like in 17 countries of Europe, job insecurity not only affect the mental and physical health of the worker but also affect the productivity of the organizations. This not only contributes in economic losses but also results in increasing social costs. The frequency of the insecurity of job from America to Europe and from Europe to Asia is relatively increasing. In Asia, the rising trend of insecurity of job in china, a labor intensive market is quite observable which 27.5%, same in India, the fear of loosing jobs give raise to the psychic patients of about 6.9% higher comparative to the past.

In case of Pakistan, this issue becomes more intensified as employers signed no contracts with the employees and the concept of need based labor is increasing through out the job market. Contract based workers don’t put their effort in their jobs as they find it insufficient relative to the benefits given to the contractual workers. Same due to lack of implementation of labor laws this situation becomes more critical as the factory owners have adopted the policy of hire and fire. Lack of human resource practices implementation in Pakistan has eliminated the concept of employees retaining and getting loyalty.

In Pakistan, privatization of many government institutes like PTCL also play an important role in this context. Due to changing of ownership from government to private which were mainly foreigners created panic in employees about their future, resultantly their productivity towards work decreased down several times. On the other end in private sector particularly in textile, the situation is miserable due to lack of exports opportunity, the owner based organization, don’t negotiate with the employees and fire them when ever they are going in crisis, in spite of this, the incumbents have five to ten years of experience of that particular job. According to a private survey restricted to some chosen industrial units, employees show their insecurity in 1-2 interviews sessions. They commented like “there is a 5 minutes distance from factory gate to the office but you are not sure that after 1 minute, you got a letter or call that you are no more our employee, followed by a pay check.” Factory owner also admitted this trend, they argued “I don’t have time to negotiate, if they find an individual don’t have required skills so, it’s better for me to get him fire rather to train him or adopt some other mean.”

I must say that the situation is worst in case of Pakistan, it not only give rise to the Economical issues but also causing many social evils. Both of these issues are interrelated, due to economic losses people feel depressed and in order to cope with this depressed feeling they use the unfair means. This insecurity of job has also disturbed the family structure, relationship got upset, resultantly, directly or indirectly organization has to suffer. Another aspect to economic losses, theft, robbery, and looting has been rising and also it gives raise to white collar crimes. On governmental level, no measures have been taken like introduce of come law which give surety to the incumbent that his job will be secure at that particular tenure. It will provide the worker, satisfaction from their job resultantly they feel motivated towards work and put their whole concentration on their work.
